Position Summary
The Site Quality Manager is the senior quality representative on a 200 MW utility-scale photovoltaic (PV) construction project and is responsible for implementing, managing, and enforcing the project's Quality Management System (QMS). This individual owns all site quality activities from Notice to Proceed through final turnover, ensuring all civil, structural, mechanical, electrical, and commissioning work is completed in accordance with contract specifications, engineering drawings, applicable codes, manufacturer requirements, and Primoris quality standards.
The Site Quality Manager partners closely with Project Management, Construction, Engineering, Safety, Commissioning, and the Owner's Quality representatives to proactively identify risks, resolve deficiencies, and ensure successful project delivery with minimal rework.
Essential Responsibilities
Quality Program Management
- Implement and maintain the project Quality Management Plan (QMP).
- Develop and manage Inspection & Test Plans (ITPs) for all phases of construction.
- Ensure all quality activities comply with project specifications, engineering documents, customer requirements, and applicable industry standards.
- Maintain complete project quality documentation throughout construction.
Field Quality Oversight
Provide quality oversight for all major scopes of work, including:
- Site grading and civil construction
- Foundations and driven piles
- Structural steel
- Tracker installation
- PV module installation
- DC electrical systems
- Medium-voltage collection systems
- Underground conduit installation
- Cable pulling and termination
- Inverter installation
- Transformer installation
- Substation interfaces
- SCADA components
- Mechanical completion
- Pre-commissioning and commissioning support
Inspections
- Schedule and coordinate required inspections.
- Perform field inspections to verify workmanship and specification compliance.
- Ensure hold points and witness points are properly executed.
- Coordinate inspections with engineering, client representatives, and third-party inspectors.
- Verify all testing is completed before work progresses to the next phase.
Documentation Management
Maintain project quality records including:
- Inspection reports
- Material receiving inspections
- NCR logs
- Punch lists
- Deficiency tracking
- Corrective Action Reports (CARs)
- RFIs related to quality
- Material Test Reports (MTRs)
- Turnover packages
- As-built documentation
- Test reports
- Daily quality reports
Ensure documentation is complete, organized, and ready for Owner turnover.
Non-Conformance Management
- Identify quality deficiencies during construction.
- Issue Non-Conformance Reports (NCRs).
- Investigate root causes.
- Develop corrective and preventive actions.
- Verify completion of corrective actions.
- Track quality trends and recurring issues.
- Drive continuous improvement throughout the project lifecycle.
Contractor & Vendor Quality
- Review subcontractor Quality Plans.
- Verify subcontractor compliance with project quality requirements.
- Conduct subcontractor quality meetings.
- Monitor workmanship and installation practices.
- Review material certifications and manufacturer documentation.
- Ensure only approved materials are incorporated into the project.
Client Interface
Serve as the primary quality representative with the Owner.
Responsibilities include:
- Participate in Owner quality meetings.
- Lead quality discussions.
- Coordinate Owner inspections.
- Support audits.
- Resolve quality concerns.
- Prepare quality reports for project leadership and client representatives.
Turnover & Closeout
- Lead completion of mechanical completion documentation.
- Coordinate final inspections.
- Manage punch list completion.
- Assemble turnover packages.
- Ensure quality documentation satisfies Owner requirements.
- Support commissioning and project closeout activities.
Minimum Qualifications
- Minimum 5 years of construction quality management experience.
- Experience serving as the lead Quality Manager on large-scale commercial construction projects.
- Strong understanding of mechanical, civil, and electrical fields
- Experience with project turnover documentation and commissioning support.
- Experience managing subcontractor quality.
- Ability to interpret engineering drawings, IFC packages, specifications, and technical documents.

Success in this Role
The successful candidate will establish a culture of quality from the first day of construction through project turnover. They will ensure work is completed right the first time, minimize rework, maintain complete and accurate quality documentation, effectively manage subcontractor performance, and build strong relationships with the Owner while delivering a high-quality 200 MW solar facility on schedule and in compliance with all contractual and regulatory requirements.
